WA Senate wants to study any cap-and-trade program

"The Washington Senate wants more time to study how to curb greenhouse gases linked to global warming.
The Senate passed a measure Wednesday that waters down Gov. Chris Gregoire's proposal to set up a regional cap-and-trade system to curb global warming.
The bill, which now goes to the House, directs the state to study the issue more and look at other ways to curb emissions, reporting back to the Legislature next year..."
