"GOV. Chris Gregoire is nothing if not tenacious. With scant help from her own Democratic Party, she fought until the final hours of the 2009 legislative session for a revised climate bill that stalled and died.
Gregoire understands climate change is an epic problem that does not enjoy the luxury of time. Past legislatures established goals for reducing carbon emissions and greening the state's economy. This session, the Legislature failed to take the next step to attach pollution caps to give the goals real meaning. Work left undone on a problem that does not go away.
