"A bill making its way through the Legislature could provide relief for
local governments and developers as they wrangle over how — and whether
— to comply with tough new state stormwater rules.
House Bill
1614, which passed to the Rules Committee on Monday, would levy a
$1.50-per-barrel fee on petroleum products refined in Washington and
distribute the $100 million raised as grants to local governments
statewide for stormwater "infrastructure" such as detention ponds..."
